: For the purpose of clause (f) of sub-section (2) of section 4 of the Act, natural disasters such as drought, lack of rain, heavy rain, earthquake, flood, landslide, fire and epidemic or sudden or Circumstances created due to unforeseen special reasons or situations like war or internal conflict will be considered as special circumstances.
